Hey Aaron, I'm 5'5", female, and weigh ~162lbs. I measured around the hips and it was ~38" I'm tempted to buy these shorts but I just needed to make sure I'm sizing correctly, thanks!
Go with 38" they'll fit great. There's a drawstring so you can be off by two inches without an issue.

PayPal debit card is free, and you can use that any site that takes MasterCard. If you are a PayPal member, get the debit card.
