the mediums wont be too loose. im a 34" waist and im 5'10 and I have the urban camo ones already. theyre a bit long on me and but the waist is good. theyre pretty stretchy.

TLD;DR, go with the mediums.

Im a 34 waist but im 5'10 and the Large was way too long for me. I went with a medium after realizing this and they fit much better.
