Definitely the spats would be under the shorts. That compression layer is stiched to the shorts.

I understand the spats would be underneath, but wouldn't that be a bit uncomfortable with spats already compressing and then another layer (the shorts) compressing on top? Seems like it would be one or the other, but the model wears both so I'm asking.

It's a little overkill yeah. But maybe if you were cold.
I personally like these because i don't need anything else underneath but my briefs.

They have a sizing guide on their site under these shorts. I'm size 36 waist and says XL

I have the camo version of these and I normally wear medium but the compression part and the shorts themselves are extremely tight and I needed at least a large in there.

But since these are updated I wonder if they're really fitted as well...

I bought normal size. The waist fits but the thighs Are tight. Had to break the sems and stretch them out best I could.
